The Business Analyst supports enterprise IT and business transformation initiatives through business process analysis, requirements management, stakeholder engagement, and process improvement. The role serves as a liaison between business units and OCIO/technical teams, translating business needs into clear requirements and helping ensure technology solutions deliver measurable business value.

The position also supports the Agency’s FOIA program and systems, including analysis, enhancement, testing, modernization, and continuous improvement of FOIA processes and case management technologies.

This position currently requires full-time on-site support. Hybrid may be an option in the future.

Responsibilities include but are not limited to:

·      Lead requirements gathering, stakeholder interviews, workshops, process analysis, and fact-finding activities.

·      Develop and maintain business requirements, process models, workflow diagrams, use cases, and related documentation using tools such as Microsoft Visio.

·      Analyze business applications, processes, systems, and capabilities to identify gaps, redundancies, inefficiencies, and opportunities for automation and modernization.

·      Serve as the liaison between business stakeholders and OCIO/technical teams, translating business needs into actionable requirements.

·      Evaluate proposed solutions and ensure they align with business objectives, user needs, and measurable business outcomes.

·      Support SDLC, Agile, and project management activities, including requirements validation, testing, implementation, and system enhancements.

·      Support FOIA systems and processes, including case management, workflow improvements, reporting, records management, testing, maintenance, and modernization.

·      Develop recommendations to improve operational efficiency, customer service, system integration, and elimination of manual or duplicate processes.


Required Experience

  • Requirements & Qualifications:

    ·      Requires a bachelor’s degree in computer science, business or related field and a minimum of four years of relevant experience or no degree and eight years of relevant experience.

    ·      Must have a Certified Business Analysis Professional (CBAP) (or similar certification) or comparable education.

    ·      Strong experience with requirements gathering, business process analysis, workflow modeling, and requirements documentation.

    ·      Demonstrated experience facilitating discussions with technical and non-technical stakeholders, including business leadership and IT organizations.

    ·      Experience developing process flows, use cases, workflow diagrams, and business requirements documentation.

    ·      Strong analytical, problem-solving, written, and verbal communication skills.

    ·      Working knowledge of standard development life cycle (SDLC), project management best practices, and some knowledge of agile project management.

    ·      Experience with FOIA programs, FOIA case management systems, records management, or related government information-management processes.

    ·      Experience with process automation, modernization, system integration, or enterprise application analysis is desired.

    ·      Experience with Microsoft Visio or comparable business process modeling tools is desired.

    ·      Must have knowledge of common information technology applications and services, network services, computer and communications systems, and associated protocols and industry standards and Federal information security and device configuration standards.

    ·      Ability to communicate and present ideas, information and reports orally and in writing.

    ·      Must have a positive and patient customer service attitude.

    ·      Must be able to work independently and within a team in a fast-paced environment.

    ·      Must obtain an agency public trust suitability determination prior to start date.

    ·      Experience supporting a mid-sized Federal agency enterprise is a plus.

    ·      ITIL v3 (or later) certification is desired.


Minimum Salary

$90,000.00

Maximum Salary

$120,000.00
