JOB SUMMARY:

The TVCCA Housing Services Department, works with individuals and families experiencing a housing Crisis. The successful candidate must possess the skill sets of patience, understanding and diplomacy to work with a challenging client base. Must be willing to assist participants who are often anxious and upset yet in need of services to ensure stabilization.  The Assistant Director Position working directly with the Director of Housing provides day to day management and oversight for the TVCCA Housing Services Department. The position will work with the Director to help create and manage the department’s budgets, meeting routinely with the fiscal staff to review monthly expenses for Housing contracts. In addition, the Assistant Director position will work with the Director on the budgetary oversight of these contracts. Assist in developing an internal monitoring system of all contracts to ensure compliance. This position will have direct oversight in the implementation and day to day operation of the CT Rapid Rehousing and the TVCCA Home Again Project. Many contracts are funded through CT Department of Housing. In addition, provide assistance to the Director in the day to day functions of the Housing Choice Voucher Programs and Supportive Housing programs. Administrative functions include:  hiring, scheduling, supervision of employees, conducting annual performance appraisals, monitoring, oversight of monthly expenses and grant applications.  Ensuring staff have the adequate resources to perform daily position responsibilities. The Assistant director will be expected to design, recommend and implement solutions to service delivery. This position will become an active participant representing TVCCA in The Coordinated Access System (CAN) for eastern CT and other sub-committee meetings. Will attend all pertinent trainings conducted by CT BOS, CCEH, and DOH.. Responsible for managing client issues as they occur, assist staff in working with difficult clients and handling cases of a sensitive nature. The Assistant Director must be willing and able to stand in for the Director of Housing in his/her absence.  The assistant director must be able to work well in a deadline driven environment.  Must be highly skilled in crisis aversion and/or management. All of TVCCA Housing services programs will form a continuum of care for families and singles facing a housing crisis and all team members need to be conversant in the services offered.  The Assistant Director must learn the Results Oriented Management Accountability (R.O.M.A.) and Human Services Infrastructure (H.S.I.) Systems.  TVCCA operates under these two management principals and all employees must understand and adopt them.


Required Skills

QUALIFICATIONS:

·         Bachelor’s Degree in related field, a minimum of 6 years of work experience in case management, plus 2 years of supervisory experience, or an equivalent amount of relevant experience, including proven ability to manage employee project teams.

·         Demonstrated experience in social services, knowledge of issues faced by homeless families and singles, especially the particular issues of those facing chronic homelessness.

·         Must have experience working with budgets and demonstrated knowledge of performance based contracts. 

  • Strong computer skills required.
  • Ability to lead and manage multiple projects simultaneously with differing deadlines, reporting and funding source requirements.

·         Must have strong decision making, organizational, and leadership and skills.

·         Must have strong communication skills, both verbal and written, and the ability to effectively converse with staff, management, customers, state officials, elected officials and federal grant staff. 

  • Must hold a valid driver’s license and have reliable transportation to travel for business meetings, community meetings, and training events.

Minimum Salary

$52,000.00
